Posted public messaging guidance consistent with red-boxing

  1. First detectedJuly 9, 2026

The page explicitly directs an outside audience to place paid advertising across three channels — broadcast/cable TV, digital, and mail — targeting Democratic primary voters with prescribed message themes. This is textbook red-box guidance: segmented audiences paired with channel, medium, and message directives that only make sense as instructions to an independent expenditure group or super PAC running paid communications. The content is not written to persuade voters directly; it is written to tell an outside spender what ads to run, where, and for whom.

Quoted evidence — verbatim spans from the page

  • Democratic primary voters need to see on broadcast TV and cable news that Thomas Fisher is an emergency doctor in the same South Side community where he was raised
Segment (Democratic primary voters) paired with channel directive (broadcast TV and cable news) — classic media-buy instruction to an outside spender.
  • Democratic primary voters also should see this messaging on digital.
Same audience segment directed to a second channel (digital), written as an instruction rather than voter-facing persuasion.
  • In addition, Democratic primary voters should read the same messaging in their mail.
Third channel directive (mail/direct mail) for the same audience segment, completing a multi-channel media-buy guidance sequence.

Democratic primary voters need to see on broadcast TV and cable news that Thomas Fisher is an emergency doctor in the same South Side community where he was raised, taking care of sick patients and gun violence victims. He served in the Obama Administration helping roll out Obamacare and helping write a plan to reduce racial health disparities. In Congress, Fisher will fight for Medicare for All because it will ensure every American can see top doctors, get lifesaving prescriptions, and preventative screenings without having to decide between saving their life or paying for rent and food. He’ll also fight for large scale investment in housing, getting guns off the streets, making lives affordable and fight the Trump Administration’s authoritarianism that benefits Trump and his wealthy donors at our expense. Congresswoman Lauren Underwood endorsed him because she knows he’ll be a partner to fix our healthcare system. The Chicago Tribune has also endorsed Thomas.

Democratic primary voters also should see this messaging on digital.

In addition, Democratic primary voters should read the same messaging in their mail.

Voters need to know that

Thomas has been an ER doctor for more than 20 years in the same South Side community he grew up in, treating sick kids, gunshot victims, and seeing the result of decades of bad policy decisions. That’s why he’s running for Congress.
He was disgusted by the inequity in the US healthcare system, so he helped write a plan to address it while working in the Obama White house
