The page is a media-buy guidance document addressed to outside groups ('allies', 'new allies'), specifying segmented voter targets, channels (TV, YouTube, digital, phone, text), and both positive and contrast messaging themes. It is not a press release or voter-facing content; it functions as red-boxing for independent expenditure groups.

Quoted evidence — verbatim spans from the page

  • Campaign primary targets include voters aged 40 and up who have not yet returned their ballots.
Segmented audience with directive about who to target.
  • Regular and low propensity primary voters aged 40+ are reachable via digital and especially YouTube.
    Channel-specific media-buy instruction.
  • New allies should know that voters who have not returned their ballots need to see contrast communications on TV, YouTube, and that targeted digital ads will be most effective with voters 40+.
Directive to outside groups ('new allies') on media channels and audience.
  • Diana’s top positive messages for voters to see on TV, OTT/CTV streaming, YouTube, Meta, and paid Google search:

Voters Need To Know

VOTERS NEED TO KNOW

As Melat Kiros has launched a negative smear campaign, voters need to know critical information about Melat Kiros with some mix of positive messaging on Diana DeGette.

In Week 1:

Campaign primary targets include voters aged 40 and up who have not yet returned their ballots.

Regular and low propensity primary voters aged 40+ are reachable via digital and especially YouTube.
Democratic and Unaffiliated voters aged 50 and up who have not yet returned their ballots need to hear positive and GOTV messages about Diana DeGette’s record from live phone callers and via text message.

Current allies who are already messaging should continue messaging on television and digital.

New allies should know that voters who have not returned their ballots need to see contrast communications on TV, YouTube, and that targeted digital ads will be most effective with voters 40+.

Voters need to know this information about Melat Kiros:

Melat Kiros moved to Denver last year and has only voted in 1 Denver election. She has no record of community engagement or involvement in civic life before running for Congress and has never held a full time job in Denver.

Melat Kiros said in a recent interview that America had 9/11 coming — saying the attacks were “inevitable” because the United States “left terrorists believing another act of violence was the only response,” rather than condemning the murder of nearly 3,000 Americans as an act of evil.
View and clip the full interview here.

In the same interview, Kiros refused to identify the Boulder firebombing of a Jewish prayer group as an anti-semetic attack, saying she didn’t “know what was in the heart of the perpetrator”. She sees these terrorist attacks as consequences that America brought on itself.

Diana’s top positive messages for voters to see on TV, OTT/CTV streaming, YouTube, Meta, and paid Google search:

Diana DeGette is fighting Donald Trump to protect our democracy.
Diana led the effort to hold Trump accountable as an impeachment manager. She is fighting to pass Medicare for All, abolish ICE, and end Trump’s illegal war in Iran. And, Diana DeGette is leading the fight against Donald Trump and MAGA extremists to protect abortion rights as the Co-chair of the Reproductive Freedom Caucus.
