The page functions as a public media-buy memo for an outside spender, providing detailed instructions on channels (TV, YouTube, streaming, OTT, mail), timing (ten and eight weeks before Election Day), audience segments (Hispanic voters, specific zip codes), and message themes. The directive language ('need to see', 'should hear', 'only in these zip codes') is addressed to whoever runs paid advertising, not to voters or journalists. This is classic red-boxing guidance for independent expenditure groups.
Quoted evidence — verbatim spans from the page
Starting ten weeks before Election Day, voters need to see, in English and Spanish, TV ads in both the Bakersfield and Fresno markets, ads on YouTube, streaming and OTT, and receive mail about:

Geographic targeting instruction for digital ads, a classic red-boxing signal.Voters should hear from their neighbors who come from working-class backgrounds and occupations.

David Valadao
California’s 22nd (CA - 22)
Updated: August 20, 2026
OVERVIEW
David Valadao has gone to Washington D.C. and turned his back on the Central Valley. Randy Villegas is a son of the Valley who will always fight for his home and put people over politics and special interests.
SUMMARY
Starting ten weeks before Election Day, voters need to see, in English and Spanish, TV ads in both the Bakersfield and Fresno markets, ads on YouTube, streaming and OTT, and receive mail about:
First, David Valadao has gone to Washington, D.C. and turned his back on the Central Valley, putting himself and special interests first. While Central Valley families struggle to make ends meet, Valadao took a $22,000 all-expenses-paid luxury trip to Italy, with business-class flights, a stay at a Florentine palace, and a private Ferrari factory tour, all paid for by special-interest donors. His campaign spent $59,000 at the Four Seasons Orlando and $17,000 at an Arizona hotel described as the “height of luxury.” Meanwhile, Randy Villegas is a son of the Central Valley who will stand up to corruption in both parties and fight for working people over the wealthy and well-connected.
Second, Valadao has sided with corporations and special interest donors while Central Valley families pay more. He took thousands from utility companies’ corporate PACs, and then voted to give them tax breaks while Valley families faced higher electricity bills. He has also taken more than $1 million from insurance companies, Big Pharma, and healthcare interests, while casting the deciding vote to cut Medi-Cal and put healthcare coverage and local hospitals at risk. Randy will fight to lower costs, deliver quality, affordable healthcare for every American, and put working families ahead of powerful corporations and special interests.
Third, Valadao has become just another one of Trump’s yes-men, who votes with Trump 98% of the time even as it makes life more expensive for Central Valley families. Valadao voted for Trump’s tariffs, his costly war in Iran, billions in new funding for ICE, and to cut Medi-Cal after he promised he would oppose cuts.
Starting eight weeks before Election Day, Hispanic voters need to see ads on YouTube, streaming and OTT, and receive mail about:
Valadao voted to give ICE $38 billion more in funding without any additional oversight or accountability, making ICE the largest-funded federal law enforcement agency in the nation. When Valley economies suffered because of widespread raids and enforcement operations, Valadao refused to prioritize our communities.
Randy Villegas knows Trump’s extreme policies are making things worse, Villegas will instead work to fix our broken immigration by creating a system that keeps people safe and provides a path to citizenship for those who contribute to our economy.
ADDITIONAL RESOURCES
Voters should hear from their neighbors who come from working-class backgrounds and occupations.
When hearing messaging about Medi-Cal cuts, voters need to hear directly from their neighbors in the Valley who have felt these impacts.
It is important that voters only in these zip codes see digital advertising: 93307, 93313, 93306, 93304, 93215, 93722, 93309, 93257, 93305, 93274, 93630, 93263, 93280, 93230, 93203, 93723, 93247, 93250, 93241, 93212, 93301, 93711, 93219, 93656, 93609, 93706, 93267, 93270, 93256, 93234, 93660, 93202, 93242, 93272, 93308, 93261, 93662, 93249, 93266, 93637, 93725, 93606, 93668, 93245, 93201, 93239, 93608, 93218, 93652, 93258, 93640

He has given tax breaks to the utility companies and sided with big corporations, all while voting to make life more expensive for everyday Americans. Meanwhile, Randy Villegas is a son of the Central Valley who will stand up to political corruption and Trump’s devastating Medi-Cal cuts, focused on fighting for our working people. Later on, voters need to hear directly from their neighbors in the Valley who have been impacted by cuts to healthcare. Valadao has voted to strip people of their healthcare, while Randy supports guaranteeing healthcare for every American and creating a fair healthcare system that actually cares for people instead of ripping them off.
