No longer present. When this page was last checked, on September 3, 2026, this guidance was not found. The finding remains on the ledger and the archived evidence below is preserved — guidance taken down after drawing notice is itself part of the record.

The page explicitly references 'red box messaging' and provides detailed media-buy instructions segmented by voter type and channel, with prescribed message themes. This is classic red-box guidance directing an outside group (super PAC) on advertising strategy, not voter-facing persuasion or a standard press kit.

Quoted evidence — verbatim spans from the page

UPDATE:

Important to follow red box messaging and capture “fight” thematic. Dr. Pan fought to keep children safe, fought to protect our healthcare, and messaging should include his record of defeating RFK Jr., right-wing anti-vaxxers, and resolve to overhauling ICE.

Dense legislative text is hard to read graphically. Brevity when it comes to graphic titles is recommended.

Overview:

Dr. Richard Pan is a public health advocate¹  with a strong record of delivering results who will fight for our families and stand up to Trump and RFK just like he did in California when he fought to keep children safe against preventable diseases² and right-wing anti-vaxxers³ ⁴.

Summary:

First and foremost, Registered Democrats, Democratic leaning NPP voters – need to receive positive messaging about Dr. Pan.

Streaming - Blended Top-100 CTV direct voter match 26p4 Dem+/IND/NPP, exclude Rep+ voters

Youtube - Instant Reservation to secure low CPMs, district-wide geofence targeting voters 18-50

Direct mail - 26p4 Dem+/IND/NPP, exclude Rep+ voters

Dr. Richard Pan is a public health advocate and pediatrician with a strong record of delivering results who we need to stand up to Trump and Robert F. Kennedy Jr.'s attacks on healthcare and science. The son of immigrants, in the California State Senate, Pan defeated RFK Jr. to ensure that children are safe from preventable diseases at school⁵, leading Time Magazine to call Dr. Pan a hero⁶. In Congress, Dr. Pan will continue to fight to protect the health of our children, lower the cost of healthcare, overhaul ICE and stop Trump’s attacks against vaccines and science.

Dr. Pan stood up to right-wing anti-vaxxers to ensure school children are vaccinated against contagious diseases⁷.

Dr. Pan passed a law securing affordable health care for millions more Californians⁸.

Rated 100% by Planned Parenthood Affiliates of California, Dr Pan protected abortion rights after Roe’s repeal and ensured coverage for abortion access and contraception⁹.

Dr. Pan authored a law that cut the price of insulin to eleven dollars for Californians¹⁰ ¹¹.

Then, in addition, Latino voters should see ads on digital including streaming in English and Spanish that:

As the son of immigrants, Dr. Richard Pan understands the importance of standing up for our immigrant communities. Pan helped immigrants obtain legal assistance to protect their rights and will fight for a path to citizenship¹². Pan believes Trump's ICE must be replaced with an agency that doesn't kill Americans and separate families, enforces the law fairly, and protects people's constitutional rights.
